- Construir una base conceptual común sobre la perspectiva de género, sus conceptos clave, la relación dinámica entre ellos y su aplicación en el campo de la salud en el marco de los DDHH y la diversidad; - Examinar las propuesta teóricas y metodológicas existentes para analizar las diferencias y disparidades en los roles asignados socialmente a mujeres y hombres desde sus múltiples identidades, los desbalances de poder en sus relaciones, sus necesidades, barreras y oportunidades, y el impacto de estas diferencias en sus vidas y su salud; y con base en ello, diseñar estrategias prácticas para abordar las inequidades de género identificadas; - Diseñar una propuesta de intervención para integrar la perspectiva de género en el ámbito de trabajo específico con un fuerte componente de monitoreo y evaluación (M&E).

- Analizar la realidad de salud mental de sus contextos y priorizar la información relevante para la toma de decisiones; - Desarrollar un plan de salud mental, con enfoque de DDHH y género, a nivel local; - Organizar los servicios de salud mental con un enfoque comunitario; - Diseñar el sistema de información en salud mental; - Generar la base de financiación del plan de salud mental; - Diseñar un sistema de evaluación y de control de calidad.
